The value of Indonesia's exports of crude palm oil (CPO) and its derivatives plunged 11.8 percent year-on-year (y/y) to USD $18.6 billion in 2015 from USD $21.1 billion in the preceding year. However, in terms of volume, Indonesian exports of CPO and its derivatives actually rose 21.7 percent to 26.4 million tons. The higher volume but lower earnings are explained by the palm oil price. Palm oil traded at an average of USD $614.20 per ton in 2015, down 24.9 percent (y/y) from an average price of USD $818.20 per ton in 2014.

Persistent weak crude oil prices jeopardize smoothness of Indonesia's biodiesel program as cheap oil - currently trading below USD $30 per barrel - reduces demand for biodiesel and makes the biodiesel industry less economic viable. This year the government of Indonesia plans to launch the B20 biodiesel program (one notch up from the existing B15 program), referring to the requirement to blend a mandatory 20 percent of fatty acid methyl ester (FAME, derived from palm oil) with 80 percent of diesel.

While many of Indonesia's coal producers have ceased operations as the production cost margin turned negative, the country's crude palm oil (CPO) producers are still making a profit despite palm oil prices also having weakened sharply in recent years. The Palm Oil Agribusiness Strategic Policy Institute (Paspi) said that production costs for palm oil producers stand in the range of USD $250 to USD $300 per ton, implying that with current CPO prices at around USD $550 per ton, CPO producers still make a reasonable profit.

Global crude palm oil (CPO) prices may climb up to USD $800 per metric ton in 2016, from USD $575 per ton (FOB) currently, due to the looming implementation of the B20 biodiesel program in Indonesia and curbed CPO output in 2016. The El Nino-inflicted dry weather in Indonesia and Malaysia, possibly the worst in nearly two decades, is expected to curtail crude palm oil (CPO) output in both countries, implying that palm oil prices can extend their rally into next year. Moreover, Indonesia will consume more CPO as the government will raise the mandatory amount of palm oil blended with diesel from 15 to 20 percent (part of its B20 biofuel program) in early 2016. Although Indonesia's B15 biodiesel program, which refers to the government's program to blend 85 percent of diesel with a mandatory 15 percent of fatty acid methyl ester (derived from palm oil), is no success yet, the government is expected to introduce the B20 biodiesel program (raising the mandatory content of fatty methyl ester in biofuel to 20 percent) in early 2016. Pejabat Pemerintah Indonesia mengumumkan bahwa pungutan ekspor minyak sawit yang baru saja disosialisasikan akan mulai diterapkan pada hari Kamis (16/07). Peraturan baru ini mengharuskan bahwa pungutan sebesar 50 dollar Amerika Serikat (AS) per metrik ton diterapkan untuk ekspor minyak sawit mentah (crude palm oil/CPO) dan beacukai senilai 30 dollar AS per metrik ton ditetapkan untuk ekspor produk olahan minyak sawit. Pungutan ekspor minyak sawit ini hanya perlu dibayar oleh para eksportir saat harga referensi CPO dari Pemerintah jatuh di bawah 750 dollar AS per metrik ton, yang secara efektif memotong pajak ekspor minyak sawit menjadi 0%.

On Wednesday (13/05), Indonesian President Joko Widodo showed his commitment to protect Indonesia’s biodiversity-rich environment as he extended the moratorium on the clearing of primary forest and peat-land by another two years. This moratorium, which had been first implemented by Widodo’s predecessor Susilo Bambang Yudhoyono in May 2011, aims to combat rapid deforestation in Southeast Asia’s largest economy. Furthermore, the Ministry of Environment and Forestry will study how it can further strengthen the moratorium.

Indonesia’s new palm oil export levy is to be implemented in late May 2015. Rida Mulyana, Director General of Renewable Energy at Indonesia’s Ministry of Energy & Mineral Resources, stated that President Joko Widodo signed the regulation last night (05/05). The new levy means that a USD $50 (per metric ton) levy is to be imposed on crude palm oil (CPO) exports, and a USD $30 (per metric ton) levy on processed palm oil product exports. Proceeds from these export levies will be used to fund the government’s biodiesel (subsidy) program.

On 1 September 2018 the expanded B20 biodiesel program was launched. It means that the government of Indonesia requires all diesel fuel that is used within the country to contain biodiesel (with a 20 percent amount of bio-content, typically fatty acid methyl ester [FAME] that is derived from palm oil). This program will boost domestic palm oil consumption (which is important because palm oil exports are currently not doing too great amid low prices and anti-palm oil campaigns in various western countries), but more importantly the program aims to slash imports of fuel, hence encouraging a narrower current account deficit and a stronger rupiah. Meanwhile, the program also aims at reducing carbon emissions.

On Wednesday (18/04) Indonesian Industry Minister Airlangga Hartarto met Norwegian Minister of Fisheries Per Sandberg to discuss trade. In the meeting Hartarto requested easier access for several Indonesian products on the Norwegian market. For example, lower tariffs for textiles and footwear. Meanwhile, Indonesia also wants to keep access to Norway for products that are derived from palm oil. Recently, Norway's parliament voted to ban the public procurement and use of palm oil-based biofuel.

Crude palm oil (CPO) production in Indonesia and Malaysia is expected to decline due to the impact of the El Nino weather phenomenon (that brought a prolonged dry season to Southeast Asia). CPO production in Malaysia could fall between 1.5 and 2 million tons this year according to Dorab Mistry, Director at Godrej International. Declining output in the world's two leading palm oil producers and exporters implies that palm oil prices should be able to rise further. At the start of this week palm oil futures traded in Kuala Lumpur (June delivery) rose to 2,779 ringgit (approx. USD $695) per ton, the highest level since March 2014.

Reserves of crude palm oil (CPO) in Indonesia may have declined for a second straight month in October on the back of drought and an increase in exports from Southeast Asia’s largest economy. Usage of biodiesel for transportation in Indonesia is expected to reach 7.2 million kiloliter by 2015, a sharp increase from 600,000 kiloliter in the first nine months of 2013. State-owned Pertamina is expected to supply the extra 6.6 million kiloliter of biodiesel. The reason why the Indonesian government is eager to develop palm-based biofuel for transportation purposes is to reduce the country's reliance on the import of expensive diesel fuel. Imports of fuels and gas are the foremost reason that Indonesia is coping with a wide current account deficit.
