In a meeting with Commission XI of Indonesia’s House of Representatives (DPR), Indonesian Finance Minister Bambang Brodjonegoro stated that the economy of Indonesia is currently facing four global risks. These four risks are low international commodity prices, China’s slowing economic expansion, the Greek debt crisis in the Eurozone and, lastly, further monetary tightening to be conducted by the US Federal Reserve. These issues are not new and have already contributed to slowing economic growth in Indonesia.

The central bank (Bank Indonesia) announced on Friday (15/05) that Indonesia’s current account deficit narrowed to USD $3.8 billion, or, 1.8 percent of gross domestic product (GDP) in the first quarter of 2015. Although this result is slightly higher than Bank Indonesia’s estimation (1.6 percent of GDP), it was lower than the current account deficits in Q4-2014 (2.6 percent of GDP) or Q1-2014 (1.9 percent). This positive performance was mainly caused by a narrowing deficit in the country’s oil & gas trade balance.

Per May 2015 the government of Indonesia will offer tax breaks to companies that export a minimum of 30 percent of their production. Earlier this month, Indonesian President Joko Widodo signed a package that includes the tax break for exporters as well as a tax break for multinational companies that are willing to re-invest profits in Indonesia instead of sending profits and dividends to shareholders abroad. This package is designed to improve Indonesia’s trade balance (and the related current account balance).

Statistics Indonesia (BPS) announced on Wednesday (15/04) that Indonesia posted a USD $1.13 billion trade surplus in March 2015, the country’s fourth straight monthly trade surplus, and almost twice the size that analysts had forecast earlier. Despite the monthly trade surplus being good news, data also showed that both Indonesian exports and imports contracted. Exports were down 9.8 percent (y/y) to USD $13.71 billion in March, while imports fell 13.4 percent (y/y) to USD $12.58 billion.

In the World Bank’s East Asia and Pacific Economic Update, released on Monday (13/04), the Washington-based institution revised down its economic growth forecast for Indonesia to 5.2 percent (y/y) in 2015, down from 5.6 percent in its October 2014 Update. Main reasons for this downgrade is that Indonesia’s export performance remains weak amid the sluggish global economy, including weak demand from China (Indonesia’s largest trading partner). Meanwhile, Indonesia’s domestic consumption is curtailed by high interest rates.

Indonesian miners may be allowed to resume bauxite exports after a government official signalled that the Indonesian government is looking at relaxing its (raw) mineral export ban. This ban, implemented in January 2014, was introduced in an effort to boost domestic processing capacity, generate more revenue (by adding value to its mineral products) and enhance employment opportunities in Southeast Asia’s largest economy. However, amid the lack of domestic smelting capacity, the export ban has led to a plunge of exports.

Indonesia posted a USD $709.4 million trade surplus in January 2015 according to the latest data from Statistics Indonesia (BPS) released on Monday (16/02). Although the surplus is higher than expected and thus has a positive impact on the country’s trade and current account balances, the data also indicated that exports fell 8.09 percent year-on-year (y/y) to USD $13.30 billion signalling continued weakening global demand for Indonesian exports. Meanwhile, Indonesian imports shrank by 15.6 percent (y/y) to USD $12.59 billion.

Emeritus Professor Dorodjatun Kuntjoro-Jakti, the former Coordinating Minister for Economic Affairs in Megawati Sukarnoputri’s Cabinet (2001-2004), is pessimistic that Indonesia can achieve its 5.8 percent (y/y) economic growth target in 2015. Major chocolate producers recently warned that worldwide economic growth in combination with global population growth will result in a cocoa deficit in a few years hence prices of chocolate are estimated to rise. Especially chocolate consumption in China has risen robustly in recent years. In 2010, the population of China consumed 40,000 tons of chocolate. However, this has now risen by 75 percent to 70,000 tons. Moreover, consumption of dark chocolate, which contains a higher degree of cocoa, has grown in the USA.

The current account deficit of Indonesia, which is expected to have improved slightly from 3.3 percent of the country’s gross domestic product (GDP) in 2013 to about 3 percent of GDP in 2014, is forecast to continue to improve in 2015 hence placing less pressures on the rupiah exchange rate and the economy in general. A wide current account deficit makes the country vulnerable to capital outflows in times of global shocks (for example looming higher US interest rates) as the deficit signals that Indonesia relies on foreign funding.

There was few good news from a global economic perspective as the International Monetary Fund (IMF) sharply cut its outlook for global economic growth in the next two years. According to the IMF, global economic growth will only reach 3.5 percent (y/y) in 2015 and 3.7 percent in 2016 due to poorer prospects in China, Russia, the Eurozone, and Japan. Economic growth of China (the world’s second-largest economy) fell to a 24-year low at 7.4 percent year-on-year (y/y) in 2014, below the government target of 7.5 percent (y/y).

The Indonesian rupiah exchange rate depreciated on Wednesday (14/01) as global oil and other commodity prices continued to fall thus casting a negative spell on Indonesia’s currency. The rupiah depreciated 0.11 percent to IDR 12,614 per US dollar according to the Bloomberg Dollar Index. Market participants are concerned about the negative influence of low commodity prices on Indonesia’s export performance. Southeast Asia’s largest economy has had to cope with a wide trade and current account deficit in recent years.

Indonesia’s inflation pace accelerated in December 2014, exceeding estimations of analysts and Indonesia’s central bank. December inflation, 2.46 percent (m/m) or 8.36 percent (y/y), accelerated due to the impact of higher subsidized fuel prices (introduced in November) and volatile food prices (fluctuating rice and chili prices at the year-end). Other factors that contributed to high inflation in 2014 were higher electricity tariffs for households and industries, the higher price of 12 kg LPG, and an airfare adjustment.

Malaysia, the world’s second-largest crude palm oil (CPO) producer and exporter, will continue its duty-free export tariff for CPO in January 2015 according to information from the Malaysian customs department. Starting from September 2014 Malaysian authorities have implemented a duty-free CPO export policy in an effort to boost global demand and support international CPO prices (which have fallen nearly 20 percent this year). Indonesia, which has seen duty-free CPO shipments since October 2014, is expected to follow suit.

Thailand, Indonesia and Malaysia, the world’s three largest rubber producing countries (accounting for about 70 percent of total global natural rubber output), have agreed to avoid excessive natural rubber supply on the international market by limiting their rubber exports. The countries also agree to curb new rubber plantation development as well as to spur domestic rubber consumption in each country. Reserves of crude palm oil (CPO) in Indonesia may have declined for a second straight month in October on the back of drought and an increase in exports from Southeast Asia’s largest economy. The delayed impact of drought (which even managed to dry up several rivers in West Kalimantan in October) limited production of CPO in recent weeks. Meanwhile, exports have increased after Indonesia and Malaysia - the world’s two top palm oil producers - scrapped export taxes to boost demand for this commodity.

Economic expansion of China slowed to a growth pace of 7.3 percent year-on-year (y/y) in the third quarter of 2014, the slowest pace in five years. Although China’s Q3-2014 GDP growth result was better than most analysts’ projections of 7.2 percent, Chinese policy makers will face difficulties to achieve its 7.5 percent annual growth target for full-year 2014. Indonesia’s Agriculture Ministry estimates that Indonesia’s rice harvest will not be severely affected by the El Niño weather phenomenon this year. The Ministry expects to see a rice production of at least 70 million tons of unmilled rice in 2014, just 1.9 percent down from the 71.3 million tons of rice that was produced last year. Meanwhile, Indonesia may see a record coffee harvest in 2015 as recent rainfall in the important coffee-producing regions have supported the development of cherries.

Indonesian Finance Minister Chatib Basri said that the lower pace of economic growth in China, the world’s second-largest economy, is a major concern for Indonesia as it leads to declining demand for commodities (and thus places downward pressure on commodity prices). As Indonesia is a major commodity exporter - such as coal, crude palm oil, nickel ore and tin - the country feels the impact of weak global demand for commodities. About 60 percent of Indonesia’s exports are commodities, mostly raw ones.
