The government of Indonesia has expressed its concern about rising foreign debt. Indonesian President Joko Widodo summoned Chief Economics Minister Darmin Nasution for a meeting to express his concern about the issue. In particular the high degree of foreign ownership of Indonesian securities needs attention as foreign ownership of government bonds has reached a new record high. Therefore, analysts say Indonesia needs to optimize government revenue (for example by reforming the nation's tax system) rather than depend on loans and bonds.

After the World Bank signaled slowing economic growth in Indonesia, American multinational financial services corporation Morgan Stanley also detects problems in Southeast Asia's largest economy. According to Jonathan Garner, chief Asia and emerging-market strategist for Morgan Stanley, Indonesia’s stock market is the most vulnerable stock market in Southeast Asia in terms of sudden capital outflows. Morgan Stanley downgraded Indonesia's equities to underweight from equal weight and labeled the country as "a relatively over-owned country".

Indonesian central government debt increased IDR 15.8 trillion (USD $1.6 billion) in the first quarter of 2013 to a total current debt of IDR 1,991.22 trillion (USD $205.3 billion). This total debt consists of loans amounting to IDR 590.2 trillion (USD $60.8 billion) and government securities (Surat Berharga Negara, or SBN) totaling 1,401.1 trillion (USD $144.4 billion). The loans are divided in foreign loans (IDR 588.4 trillion) and domestic loans (IDR 1.8 trillion). The country's debt-to-GDP ratio is currently approximately 24 percent.

Realization of Indonesia's budget deficit in the first half of 2013 reached IDR 54.5 trillion (USD $5.5 billion) or 0.58 percent of the country's gross domestic product (GDP). The figure is still well below the target that is set in the revised state budget of 2013, namely IDR 224.2 trillion (USD $22.6 billion) or 2.38 percent of GDP. As a percentage of GDP, the outcome of the deficit in the first half of 2013 was lower than that in the first half of 2012. However, if we compare it with the years 2010 and 2011, the budget deficit in the first half of 2013 is high.

The government of Indonesia plans to issue global sukuk (the Islamic equivalent of bonds) and retail bonds (Obligasi Ritel Indonesia, abbreviated ORI) in October 2013. Proceeds from the bond issuances will be used to finance the budget deficit, which is targeted at 2.48 percent of gross domestic product (GDP) in the 2013 Revised State Budget (APBN-P). This percentage figure is equivalent to IDR 233.7 trillion (USD $23.82 billion), and represents a robust increase compared to the deficit in 2012 (at 1.77 percent of GDP).

One piece of evidence of international confidence in the Indonesian economy is the steady upgrades in the country's credit ratings by international financial services companies such as Standard & Poor's, Fitch Ratings and Moody's. In late 2011, Fitch Ratings was the first to reinstate Indonesia's investment grade status after a 14-year hiatus. In January 2012, Moody’s followed suit citing the country’s resilient economy. S&P may follow soon, depending on the fuel price hike issue.
