SKK Migas, the government's special taskforce for upstream oil and gas business activities in Indonesia, said direct investment in the country's upstream oil and gas sector reached USD $1.8 billion by the end of February 2018 (equivalent to around 13.84 percent of SKK Migas' full-year 2018 investment target in the country's oil and gas sector).
The upstream oil and gas industry of Indonesia is plagued by companies' lack of interest in exploration amid low crude oil prices, their eagerness to focus on efficiency strategies, and Indonesia's difficult investment climate. At the 41st Indonesian Petroleum Association Convention and Exhibition in the Jakarta Convention Center on Wednesday (17/05) Christina Verchere, President Director of the Indonesia Petroleum Association (IPA), said low oil prices have been the main reason for reduced investment in oil and gas exploration since 2014.
Investment in Indonesia's oil and gas sector remained bleak in the first quarter of 2017. The key reason why oil and gas companies are still reluctant to invest in any exploration and expansion projects is the low crude oil price that remains below the USD $50 per barrel level. In Q1-2017 investment in Indonesia's oil and gas sector fell 4.1 percent year-on-year (y/y) to USD $2.57 billion. Indonesia's upstream oil and gas regulator SKK Migas targets to attract a total of USD $12.87 billion worth of investment in the oil and gas sector in 2017.
Indonesia's Energy and Mineral Resources Ministry targets to replace the cost recovery scheme in the oil and gas industry in January 2017. Instead, the government would use contracts with a gross profit sharing mechanism. The new scheme would simplify procedures (making the investment climate more attractive) while Indonesia "continues to prioritize the interests of the nation and optimize the use of local resources and labor", Deputy Energy Minister Arcandra Tahar said. The proposed changes will not affect existing contracts between contractors and the Indonesian government.
The goverment of Indonesia plans to revise Government Regulation No. 79/2010 scrapping several taxes that have been a burden for those companies that invest in Indonesia's oil and gas industry (both the exploration and production phase). The government expects that several new fiscal and non-fiscal incentives will boost investment in this industry starting from 2017. Indonesian Finance Minister Sri Mulyani Indrawati said it is important for the government to share in the "pain" in order to make oil and gas projects economically viable for investors.
Indonesia's upstream oil & gas regulator SKK Migas said the nation's crude oil production in the first quarter of 2016 reached the average of 835,234 barrels per day (bpd), slightly above the target of 830,000 bpd that was set in the 2016 State Budget. This is positive news as it is rare for Indonesia to achieve its crude oil output target. In Q1-2016 the target was met due to the combination of a realistic oil production target and long-awaited crude production growth at Exxon Mobil Corp's Banyu Urip field (part of the Cepu Block in East Java).
After a seven-year hiatus Indonesia will rejoin the Organization of the Petroleum Exporting Countries (OPEC) as a full member in December 2015. A statement on the website of the OPEC states that all members approved reactivating Indonesia’s full membership in the organization. At the next OPEC meeting, scheduled for 4 December 2015 in Vienna (Austria), Indonesia will be formally admitted back into the OPEC.

Indonesia may achieve its oil target of 900,000 barrels of oil per day (bpd) in 2015 as the Banyu Urip field in Cepu (East Java) is expected to start production in February next year. Indonesian upstream oil and gas regulator SKKMigas stated that the oil field has now been completed for 92.5 percent. The oilfield’s early production facility is already producing 30,000 bpd. This is expected to increase to 165,000 bpd once production has reached its peak in mid-2015. This peak level is estimated to last for three years.
SKK Migas, Indonesia's upstream oil and gas regulator, announced that oil production in 2013 averaged 825,000 barrels per day (bpd), thus falling short of the target (840,000 bps) set in the State Budget (APBN). Meanwhile, the country's gas production averaged 1,218,000 barrels of oil equivalent per day (boepd), short of its target (1,240,000 boepd). As a result, total state revenues from the country's oil & gas sector also fell short of the government's target. In 2013, these revenues totaled USD $31.4 billion instead of USD $31.7 billion.

Crude oil is a fossil fuel that is derived from the remains of plants and organisms that lived on Earth millions of years ago (coal and natural gas also formed under similar conditions). Crude oil is found in huge underground reservoirs – either below land or the ocean floor – where ancient seas once existed.
With the Indonesian economy estimated to expand at a stable pace of 5.0-6.0 percent year-on-year (y/y) in the years ahead, the country's supply of energy needs to be raised. If not, businesses will increasingly be plagued by blackouts, while the price of energy rises (causing growing production costs). The upstream oil and gas industry - that involves exploration, development and production - therefore has a vital role to play in Indonesia's energy supply and economy.

Simply put, the oil recovery scheme that the Indonesian government applies in the upstream oil and gas industry concerns the reimbursement of exploration and production costs to oil and gas contractors. This should make oil and gas exploration in Indonesia more attractive and thus stop the two-decade long decline in the nation's oil output.
After declining below the USD $30 per barrel level in February 2016, crude oil prices have shown a rising trend, touching the USD $50 per barrel level. One of the companies that hopes this rising trend will continue is Indonesian company Logindo Samudramakmur, a company that provides offshore support vessels for oil & gas exploration. However, when oil prices are low, oil and gas exploration is limited. Moreover, existing clients request for lower prices of Logindo Samudramakmur's services.
There is few interest from the private sector to participate in Indonesia's oil & gas block tenders. Besides Indonesia's unconducive investment climate (that includes weak government management, bureaucracy, an unclear regulatory framework and legal uncertainty), low global petroleum prices have also managed to curb investors' enthusiasm. In a bid to entice private investors the Indonesian government has decided to change the concept for oil & gas tenders in 2016 from a fixed revenue split to an open bid split scheme.
It remains difficult for Indonesia to achieve oil production targets that are set by the Indonesian government. In fact, it is unlikely that Indonesia will meet this year’s revised oil lifting target of 818,000 barrels of oil per day (bpd) as set in the Revised 2014 State Budget. In the first half of 2014, Indonesia recorded an oil production rate of 797,000 bpd only. For almost two decades, Indonesia’s oil sector has been in a state of decline, evidenced by falling production rates, due to a lack of investments and aging oil fields.
